          UNB) – The fate of a number of development projects taken up in
          northern region under Annual Development Program(ADP) hangs in the
          balance due to unusual delay in fund allocation.
          
           
           
          
           
          Officials
          said usually the government allocates funds for implementing ADP
          projects in two phases during August-February period. 
          
           
           
          
           
          But
          this year, they said, funds for ADP projects in 124 upazilas of 16
          northern districts were sanctioned in six phases, creating uncertainty
          about the implementation of the projects.
          
           
           
          
           
          Only
          45 percent works of the schemes, taken up mainly in transport, heath,
          education and agriculture sectors, have so far been completed with the
          funds of 1st and 2nd phase allocations.
          
           
           
          
           
          As
          per the government budgetary rules, the unused funds will have to be
          refunded to the concerned ministries if the remaining works on the
          projects cannot be completed by June 30.
          
           
           
          
           
          As
          the time for implementing the projects running out, local authorities
          are putting pressure on the concerned firms to complete their works
          within the stipulated time.
          
           
           
          
           
          Taking
          advantage of the situation, the contractors are trying to hurriedly
          complete the schemes using low quality materials.
