The Monbusho (Ministry of Education, Science, Sports and Culture,
Government of Japan) offers scholarships to foreign students who wish to
study at Japanese universities as undergraduate students under the
Japanese Government (Monbusho) Scholarship Program. Details are as
follows:
Fields
if Study
(1) Social Sciences and Humanities Law, Politics, Economics, Business
Administration, Education, Sociology, Literature, History, Japanese
Language and others.
* Applicants who wish to major in studies
categorized as 'others' may have difficulty in finding a university where
such majors are available.
(2) Natural Sciences Natural Sciences - A: Science (Mathematics,
Physics, Chemistry), Electric and Electronic Studies (Electronics,
Electrical Engineering, Information Engineering), Mechanical Studies
(Mechanical Engineering, Naval Architecture, Agricultural Engineering),
Civil Engineering and Architecture (Civil Engineering, Architecture,
Environmental Engineering), Chemical Studies (Applied Chemistry, Chemical
Engineering, Industrial Chemistry, Textile Engineering), and other fields
(Metallurgical Engineering, Mining Engineering, Mercantile Marine,
Biotechnology).
Natural Sciences-B: Agricultural studies (Agriculture, Agricultural
Chemistry, Animal Science, Veterinary Medicine, Forestry, Food Science,
Fisheries), Hygienic studies (Pharmacy, Hygienics, Nursing),
Science(Biology). Natural Sciences - C: Medicine, Dentistry.
Qualification
(1) Nationality: Applicants must be nationals of the country to which
the scholarships are offered.
(2) Age: Applicants must be at least seventeen years and less than
twenty -two years of age.
(3) Academic Background: Applicants must have either completed a twelve
year regular course of school education or have graduated from a school
equivalent to the senior high school in Japan.
(4) Japanese Language: Applicants must (be willing to) study the
Japanese language and (to) receive university education in the Japanese
language.
(5) Health: Applicants must have no infectious diseases. In view of
expected psychological burden due to cultural and environmental changes,
mental as well as physical health is an essential prerequisite.
Scholarships
(1) Allowance: 142,500 yen (in FY 1999) per month will be given to each
grantee during the term of his/her scholarship, with the understanding
that the scholarship will be suspended in the case in which a grantee is
long absent from the university.
(2) Transportation:
a. Transportation to Japan: The grantee will be
supplied, according to his/her itinerary as designated by the Monbusho,
with a tourist class air ticket from the international airport nearest to
his/her home address to the New Tokyo International Airport or an
international airport designated by the Monbusho.
b. Transportation
from Japan: The grantee who returns to his/her home country within the
fixed period after the expiration of the scholarship will be supplied,
upon application, with a tourist class air ticket from the New Tokyo
International Airport (or the international airport nearest to the
university at which he/she studied, on condition that it is less expensive
to leave from that airport) to the international airport nearest to
his,/her home address.
* Any aviation and accident insurance to and
from Japan shall be borne by the applicant.
(3) Arrival Allowance: The sum of 25,000 yen will be given to the
grantee on arrival.
(4) Field Study Allowance: An allowance (within the framework of
budget) will be given to the grantee in the final year of the course for
use in his/her field work in Japan. (The amount of the allowance will be
decided by Monbusho.)
(5) School Fees: Fees for the entrance examination, matriculation and
tuition at universities will be exempted.
(6) Accommodations:
a. During the first year after arrival in
Japan, the grantees will be offered housing at the residence hall of the
preparatory institution or in other accommodations provided by the program
authorities.
b. Accommodation for the grantees who have completed the
preliminary course will be as follows:
(a) The Foreign Student Houses, operated by the Association of
international Education, Japan The grantees enrolled at universities in
Tokyo or Osaka District may reside, if they so desire, at one of the
Foreign Student Houses operated by the Association of International
Education, Japan. However, these dormitories may not be able to
accommodate all the students who have applied for housing.
(b) Residence halls for foreign students established by national
universities. At present about 80 national universities have residence
halls for foreign students. The grantees enrolled at universities where
such facilities are available may reside, if they so desire, at these
residence halls according to certain conditions. However, some of these
facilities may not be able to accommodate all the students who have
applied for housing.
(c) Private boarding houses or apartments. Those who are not able to
find accommodations in the above facilities will have to live in a
dormitory of the university or in private boarding houses or apartments
introduced by the university.
(7) Students may receive subvention for part of the medical expenses in
Japan. The allowance, special housing service and subventions mentioned in
the above items (3), (6) - b - (a), and (7) are carried out by the
Association of International Education, Japan (AIEJ). AIEJ, founded in
1957, which runs foreign student houses in Tokyo and Osaka and performs
various activities for foreign students in cooperation with the Monbusho
and universities in Japan.
Selection
(1) The Japanese diplomatic missions abroad will, in cooperation with
the foreign governments concerned, select preliminary candidates from
among applicants by means of an interview and academic examination and a review of the submitted documents.
Subjects to
Study
a. Social Sciences and Humanities Majors: Mathematics, English, World
History and the Japanese Language. All the applicants must sit for the
examinations in these four (4) subjects.
b. Natural Sciences Majors: Mathematics, English, two subjects selected
from among Physics, Chemistry and Biology, and the Japanese Language. All
the applicants must sit for the examinations in these five subjects. In
the case of Physics, Chemistry and Biology, applicants must take the
examination in the following two subjects according to their fields of
study at universities.
Natural Sciences - A: Physics, Chemistry
Natural Sciences - B: Chemistry, Biology
Natural Sciences - C: Chemistry, Biology
* The examination in the
Japanese Language is given for reference.
(2) Those who have been selected as the preliminary candidates will be
recommended to the Monbusho.
(3) The Monbusho will select the grantees from among those recommended.
University Education
(1) Preliminary Education prior to University Placement: The grantees
will be enrolled at the preparatory school designated by the Monbusho and
will there be given a one - year intensive course in the Japanese language
and such other subjects as are necessary to prepare them for receiving
university education. The curriculum of this School will mainly consist of
training in the Japanese language, but will include instruction in other
subjects such as Japanese affairs, mathematics, English, and social
studies for social science and humanities majors physics, chemistry and
biology for natural sciences majors. This preliminary education can be
omitted for those whose knowledge of Japanese language is sufficient to
pursue their studies at universities.
(2) University Placement: A grantee who has completed the prescribed
course will go on to a national university if they pass the entrance
examination conducted by the university. The Monbusho, in consultation
with the university concerned and the Preparatory School, will decide on
the university to which a grantee should apply for admission. In this
decision, the following will be taken into consideration: results of the
academic examination at the preliminary selection hold in his home
country, academic attainments at the Preparatory School, proposed major
subject, capacity of the university, etc. No objection shall be made
regarding the university placement.
(3) Change of Major Field of Study: During preliminary education and at
the time of entrance to the university a grantee will not be permitted to
change his/her major field of study between Social Science and Humanities
and Natural Sciences, nor will he/she be permitted to change it among
Natural Sciences A, B and C.
(4) Academic Year: The academic year begins on April 1 every year and
ends on March 31 of the following year.
(5) Instruct ion Medium: All the instructions are given in the Japanese
language.
(6) Degree of "Gakushi" ( Bachelor's Degree ) : The degree of
"Gakushi"
will be conferred upon a student according to his/her major, who has
attended a university for the prescribed period and obtained the required
credits as provided by the university. (e.g. Gakushi of Economics, Gakushi
of Engineering, etc.)
(7) Required Subjects: A grantee must take the required subjects
decided by the preparatory school and by the university where enrolled,
even if he/she has already studied them at a university attended in
countries other than Japan.
Application Procedure
Applicants must submit the following documents to the Japanese
diplomatic mission abroad by the date appointed by the mission. The numbers beside each item
represent the required number of the original document and that of the
photocopy of the document.
(1) Application for Admission (prescribed forms) : 2 + 0
(2) Photographs of passport size ( 6 X 4 cm) taken within the past 6
months (should be pasted on the application forms) : 2+0
(3) Certified school records of the last 3 years : 1 + 1
(4) Reference from the principal or the advisor of the last school
attended : 1 + 1
(5) Attested copy of graduation certificate of the last school attended
and/or certified copy of qualification for admission to university (or the
certificate of enrolment in case of the applicant with prior college work)
: 1 + 1
(6) Medical certificate on the prescribed form (to be issued by the
medical institution designated by the Japanese diplomatic mission) : 1 + 1
* These documents must be written in either Japanese or English, or
accompanied by a translation in either of these languages.
** For the
item (5) above, a photocopy of the graduation certificate and/or the
qualification may substitute. However, it should be attested by the
authorities concerned.
*** No application will be accepted unless all
the documents mentioned above are fully and correctly completed.
The Monbusho (Ministry of Education, Science, Sports and Culture,
Government of Japan) offers scholarships to foreign students who wish to
study at Japanese universities as research students. Following are
details:
Fields of Study
Humanities and Social Sciences:
Literature, History, Aesthetics, Law, Politics, Economics, Commerce,
Pedagogy, Psychology, Sociology, Music, Fine Arts, etc. Natural Sciences:
Pure science, Engineering, Agriculture, Fisheries, Pharmacology, Medicine,
Dentistry, Home Economics, etc.
* Students majoring in medicine or
dentistry shall not be allowed to carry out their clinical studies by
conducting medical examinations or performing operations, unless they are
permitted by the Minister of Health and Welfare under the provisions of
the Japanese laws concerned.
** Fields of study must be one of those
available at Japanese universities. Practical training given by factories
or companies is excluded.
Qualifications
(1) Nationality: Applicants must be nationals of the country to which
the scholarships are offered.
(2) Age: Applicants must be under 35 years of age as of April 1, 2001
(i.e. born on and after April 2, 1966).
(3) Academic Background: Applicants must be university or college
graduates. Applicants wishing to enter a Master's
Program must be college graduates and have completed 16 years of school
education. If an applicant is from a country where the completion of 15
years of school education qualifies one to apply to a graduate school,
s/he may apply if the Japanese graduate school recognizes her/his academic
background as equivalent to that of the applicant who has completed 16
years of school education.
(4) Study Area: The study area must be in the same field as the
applicant has studied or is now studying or a related one.
(5) Japanese Language: Applicants must (be willing to) study the
Japanese language and (to) receive instruction in Japanese.
(6) Health: Applicants must have no infectious diseases. In view of
expected psychological burden due to cultural and environmental changes,
mental as well as physical health is an essential prerequisite.
(8) Other: Applicants are requested to contact a professor of the
Japanese university where he/she wishes to study and obtain a letter of
acceptance.
* Military personnel and military civilian employees
registered on the active list are excluded.
** The grants may be
cancelled if grantees fail to arrive in Japan by the appointed date.
*** The applicant whose spouse has already won a Japanese Government (Monbusho)
Scholarship will not be selected as a grantee, and likewise in the case
of a couple applying at the same time.
**** The applicant who has been
awarded a Japanese Government Scholarship in the past will not be selected
as a grantee unless he/she has had a few year's research or teaching
experience after returning to his/her home country. However, former
"Japanese Studies" scholarship students may apply for admission to the
Research Student Program once they have completed the undergraduate
program after returning to their home countries.
***** The applicant
who is already enrolled in a Japanese university is not eligible to apply
for admission.

through a screening committee. The scholarship grantee will be finally
selected after the university placement has been made.
* In principle,
applicants who wish to pursue such fields of study as Japanese
linguistics, Japanese literature, Japanese history, Japanese law, etc.,
will not be selected as grantees unless they have enough knowledge of the
Japanese language to follow these courses.
** As a part of the
preliminary selection, an assessment test in Japanese will be given to all
the applicants.
Placement
to and Education at University
(1) Placement of grantees to universities will be made by The Monbusho
after consultation with the universities concerned. No objection by the
grantee shall be made regarding the university placement.
(2) All lectures, experiments and practical training at universities
are conducted in the Japanese language.
(3) A grantee whose knowledge of the Japanese language is insufficient
will be placed to the language training course for the first 6 months
after arrival in Japan. Those who have completed the language course will
be transferred to the university chosen by the Monbusho for their major
studies. However, a grantee whose achievement in the Japanese language
training course is unsatisfactory and is estimated as insufficient to
conduct his studies at the university will be deprived of his scholarship.
(4) A grantee whose knowledge of the Japanese language, at the time of
application, is recognized by the Monbusho as sufficient to conduct his
studies may be placed at a university without a preparatory course in the
Japanese language.
(5) A grantee will be usually enrolled at a university as a non -
degree student, i.e. a research student or an auditor.
(6) Those who wish to enter Master's or Doctoral program of a graduate
school must sit for and pass the entrance examination given by the
university concerned after having studied at least for 6 months as non -
degree research students. Failure in the examination will result in re -
enrollment as non - degree research students.
* According to the
educational system of Japan, the course for a Master's degree requires at
least 2 years of study after graduation from a university (i.e. after 16
years of formal education) and the course for a Doctoral degree requires
at least 3 years of study after completion of the Master's degree course.
Those who have studied in such courses for the required terms of study,
have obtained necessary credits, and have passed the comprehensive
examination after submission of their thesis, will be given the degrees
concerned. A student who is not studying in the Doctoral degree course may
be given the Doctoral degree, if his/her dissertation is recognized as
adequate by the authorities.
** In the fields of medicine, dentistry
and veterinary science, most of the universities offer only a Doctoral
degree course which requires 4 years of study after completion of 18 years
of school education. If an applicant is from a country where the
completion of 16 years of school education qualifies one to apply for
admission to a doctoral program in these fields, s/he must have research
experience of two years or more at a university, a research institute, or
other institution, and must be recognized by the Japanese graduate school
as equivalent to the applicant who has completed 18 years of school
education.
*** The method of examination for admission to graduate
school varies according to the university where post-graduate courses are
offered. In general, applicants, must sit for examinations in 2 foreign
languages, his major subject and essay test.

of the Japanese language and introduction to Japanese studies in various
aspects.

(1) Nationality: Applicants must be nationals of the country to which

(2) Age: Applicants must be at least eighteen years and less than
thirty years of age.
(3) Academic Background:
a. Applicants must be enrolled as undergraduate students in a
university outside Japan at the time when they come to Japan and must be
enrolled in the home institution at the time when they return to their
home countries.
b. Applicants must be students who are studying the Japanese language,
culture or a closely related field as a major at their university. A
student who is a minor in one of these fields may also apply, but he/she
must indicate this on the application form.
(4) Japanese Language: Applicants must have good knowledge of the
Japanese language.
(5) Health: Applicants must have no infectious diseases. In view of
expected psychological burden due to cultural and environmental changes,
mental as well as physical health is an essential prerequisite.
Terms of Scholarships
An allowance will be given to each grantee for a necessary period of
time to complete this course.
Scholarships Benefits

(3) The Courses of Japanese Studies: Japanese Studies Students are
assigned according to the purpose of study to the following courses.
a. A course basically designed to develop one's Japanese language
ability with supplementary study of life and culture of Japan.
b. A course basically designed to study life and culture of Japan with
supplementary instruction in the Japanese language. The content of study
in each course varies for each university. In addition to the study of the
Japanese language and special lectures on life and culture of Japan, each
student will be able to take undergraduate courses related to his/her
major field of study.
(4) A grantee is classified as a non - degree student, but he/she will
get a certificate after completing the required course at the university.
This program is not designed for those who wish to enter a Bachelor's,
Master's, Doctor's degree course.
