Oil conflict puts stress on OPEC

CARACAS, Venezuela (AP) — ``Venezuela Promotes Global Harmony,'' trumpets the two-story banner draped in front of the Caracas theater where OPEC leaders are holding their first summit in 25 years this week.
But the police and bomb-sniffing dogs in the banner's shadow and the global clamor over oil prices suggest otherwise.

Gas prices remain steady, high
